The attached presentation is based upon my personal perspective and that
alone.  This entire message is important to convey to those viewing so
there is no misunderstanding about the specific orientation of the first
eight slides.
     These initial questions are those that arose in June of 2003, a couple
of weeks after I became SM.  Clearly, your Section Staff is very pleased
with the entire leadership team in place today.  You all are doing an
outstanding job, despite the challenges we all have faced.  These
challenges have been due to some urgent needs, unmet obligations,
staffing changes and what may seem to be arbitrary decisions (they were
not).    You all have stepped up to these challenges with enthusiasm and
have achieved very positive results.  For this, you have my personal
thanks.
     These questions are exactly the kind that a greenhorn can ask (dumb
ones) and get away with.  The answers I received were vague and
non-specific, leading to more (dumb) questions.   As you  move through
the presentation, at slide eight, the perspective changes into a series
of conclusions and the need to implement positive actions to set goals
and develop measurable results.
